Summary

skip the website-backend sync step when the sync URL/token secrets are not configured
log a clear note when the sync is skipped
always upload the generated search artifacts so failed/optional sync runs remain debuggable

npm run ci

Why

The scheduled wiki-search workflow is currently failing on main at the backend sync step before artifact upload. This keeps search-index generation useful even when backend sync credentials are not configured yet.
