Summary

add explicit connect and overall timeouts to the wiki-search backend sync curl
keep the sync step fail-closed when the endpoint is slow or unreachable
close the new tracker for the hanging sync-job gap

Closes #134.

Validation

python3 YAML parse for .github/workflows/ci.yml and .github/workflows/search-index.yml
npm run ci
