Summary

wiki-ci currently runs on both every push and every pull_request, so a normal docs PR branch gets two identical CI runs for the same head SHA: one from the branch push and one from the PR event.

Evidence

Recent PR heads show duplicated wiki-ci runs on the same branch/head, for example:

  • PR #125 (glyph/wiki-proactive-20260417-localization-glossary) produced two successful wiki-ci runs at 23:09Z for the same change.
  • PR #124 (glyph/wiki-proactive-20260417-workflow-ci-gate) produced two successful wiki-ci runs at 19:05Z for the same change.

That duplicates the repo's full npm ci + npm run ci + npm run audit:prod gate without adding new coverage.

Impact

  • Burns extra GitHub Actions minutes on every PR update.
  • Adds duplicate status noise to PR timelines/check history.
  • Makes it slightly harder to spot the one run that actually matters for review.

Acceptance Criteria

  • wiki-ci still runs for all pull requests.
  • wiki-ci still runs on pushes to main.
  • Branch pushes for open PRs no longer create a second duplicate wiki-ci run for the same head.
