The jobs that read NPM_TOKEN, or that push a branch with a token, move to the
runner that does not also execute public pull-request code.

peter-evans/create-pull-request speaks only the GitHub API, so the version bump
now pushes the branch and opens the pull request through Forgejo's. The branch is
force-pushed and an existing pull request tolerated, preserving the action's habit
of reusing one npm-version-bump branch rather than accumulating them.

test.yml is unchanged: it holds no secrets, so it stays on the shared runner.
